Ilang oras lamang matapos isapubliko ang committee report na nagrerekomendang sampahan ng reklamo sina Health Secretary Francisco Duque III at dating FDA chief Dr. Eric Domingo dahil umano sa kapalpakan ng mga ito sa pagtugon sa pandemiya, binawi naman agad ito ng Kamara.
Nitong Miyerkules, Enero 26, ay inilabas ang Committee Report No. 1393 na may petsang December 16, 2021 na nagmumungkahing kasuhan sina Duque at Domingo dahil sa paglabag sa Republic Act No 6713 o ang “Code of Conduct and Ethical Standards for Public Officials and Employees,” at sa “Anti-Red Tape Act of 2007”.
Ang dalawang opisyal umano ay dapat ksauhan dahil sa kanilang “failure to render government services such as approval of applications for automatic renewal within prescribed time.”
Kinuwestiyon din ng report ang magkakasalungat na pahayag ng DOH at FDA hinggil sa Ivermectin bilang gamot sa COVID, pagiging ‘bias’ pabor sa Philippine Society for Microbiology and Infectious Diseases, Inc. (PSMID), at backlogs sa mga aplikasyon sa License to Operate and Certificate of Product Registration.
Ang committee report ay nagmula sa House Committee on Good Government and Public Accountability chairperson na pinamumunuan ni DIWA party-list Rep. Michael Edgar Aglipay.
Nagkamali kaya binawi?
Subalit nitong Miyerkules din ay binawi rin ito ng Mababang Kapulungan dahil hindi pa raw tapos ang kanilang pagdinig tungkol sa nasabing usapin.
“The House of Representatives has always followed the rule of law. And in the constitution enshrined the principle of due process. The resource persons remain such and cannot be respondents unless he was able to attend all hearings and defend himself,” paliwanag ni Aglipay sa mensaheng ipinadala sa mga mamamahayag.
“So with this, the committee will conduct further hearings or get the side of Secretary Duque since he was not able to attend those hearings. Then and only then we will be able to get the full picture,” dagdag pa ng kongresista.
Inamin rin ni Aglipay na nagkamali sila dahil absent umano sa mga pagdinig si Duque at inakala nilang ini-waive ng kalihim ang kaniyang karapatang marinig sa Kongreso.
