Sa paglalayong palawigin pa ang Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) emergency employment program, ipinasa ni Senator Joel Villanueva ang isang batas na naglalayong gawin itong regular na programa ng gobyerno.
Sa orientation briefing na dinaluhan ng mahigit 400 katao sa Lungsod ng Pasig at pinangunahan nina Villanueva at Pasig Mayor Vico Sotto, ibinahagi ng senador ang tungkol sa Senate Bill No. 1456 na naglalayong gawing permanent program of the government ang TUPAD; isang community-based package of assistance na nagbibigay ng emergency employment sa mga displaced worker, underemployed, at seasonal workers sa loob ng 10 hanggang 30 araw, depende sa nature of work.

“We filed the bill in the Senate to institutionalize this program,” ani Villanueva, na kasalukuyang chairman of the Senate Labor Committee. Aniya, mula sa P6 billion ay naging P19 billion na ang funding ng programa.
“We’re fighting for P49 billion next year. Hopefully, we get it, but the bottom line is we really need an emergency employment program,” wika ng mambabatas.
Sa ilalim ng bill na isinusulong ni Villanueva, magkakaroon din ng mga short training para sa TUPAD beneficiaries at titiyakin din na magkakaroon ng regular employment ang mga ito pagkatapos maka-graduate.
“So, we are still pushing for that and hopefully, if not passed this coming Congress, we will still file it in the next Congress. But I think it is still important to note that employment is very important because employment is a vaccine against poverty,” saad pa ng mambabatas.

Samantala, sa kanyang Facebook page, ibinahagi ni Villanueva ang video ng nasabing orientation at pinasalamatan ang dedikasyon ni Sotto na talaga namang isa raw inspirasyon.
